A inclusão de quatro das cinco barragens projetadas há sete anos pelo governo de Pernambuco para evitar enchentes na Zona da Mata, como a que ocorreu no domingo (28), deixando dois mortos, duas pessoas desaparecidas e mais de 30 mil desabrigados, é essencial para o funcionamento do sistema de contenção de rios na região. A afirmação é do presidente da Agência Pernambucana de Águas e Clima (Apac-PE), Marcelo Asfora. Segundo ele, caso as unidades tivessem sido finalizadas, seria possível reduzir a força da cheia. “A Barragem de Serro Azul, a única que foi construída, absorveu um terço do impacto das águas. As outras atuariam em conjunto em absorveriam os outros dois terços”, afirmou.
As barragens citadas pelo presidente da Apac foram planejadas logo depois da enchente de 2010. Na época, 68 cidades foram afetadas na Zona da Mata Sul e no Agreste. Em conjunto, as cinco unidades teriam como objetivo fazer a contenção nos rios Uma, Pirangi, Sirinhaém, Panelas e seus afluentes.
De acordo com Asfora, em Palmares, uma das cidades mais importantes da Mata Sul pernambucana, o nível do Rio Una atingiu 4,1 metros acima do nível de transbordamento. “Mesmo com Serro Azul em funcionamento, tivemos esse impacto todo. Por isso, a atuação em conjunto de todas as unidades seria importante., observou.
O projeto previa as Barragens de Serro Azul, Igarapeba, Panelas II, Gatos e Barra de Guabiraba. Com investimento de R$ 500 milhões, sendo R$ 300 milhões do governo estadual e R$ 200 do orçamento federal, Serro Azul ficou pronta. Hoje, acumula 35 milhões e metros cúbicos de água.
As outras custariam juntas R$ 538,4 milhões e protegeriam outros municípios atingidos pela enchente de domingo, como Belém de Maria, Lagoa dos Gatos, Maraial e Jaqueira. Com exceção de Lagoa dos Gatos, as outras cidades estão entre as 15 em estado de calamidade decretada pelo governo pernambucano.
Sete anos depois do projeto inicial, o governo informa que faltaram recursos federais para as obras. De acordo com a Secretaria Estadual de Recursos Hídricos, será preciso fazer novas licitações para retomar as obras. A maioria delas só ficaria pronta depois de pelo menos um ano de trabalho. “Com o passar do tempo, foi preciso desmobilizar as estruturas”, afirmou o presidente da Apac, Marcelo Asfora.
